Enable Crostini UI based on kvm_host flag

Issue description

Let's enable Crostini UI for all boards that have kvm_host set -- currently that is just two boards Eve and Kevin.  This will simplify enabling/disabling of this feature for future boards.

login: enable Crostini UI for all devices with kvm_host

We temporarily only enabled the UI for Eve but now we're ready to
enable it on more devices so let's remove this restriction.

BUG= chromium:849951 
TEST=build on kevin and verify UI is present
