CQ+1 from goma member is rejected in goma external repo if patch author is not goma member

I've setup CQ before in https://bugs.chromium.org/p/chromium/issues/detail?id=800246

At that time, I could run CQ+1 and CQ+2 for my own CL.

However, it turned out my CQ+1 is rejected by commit bot if the patch is from an external contributor.

Hmm, where is full committers list?

I've added me (chromium.org account) in project-goma-client-committers list, it didn't work, though it might take time the list is applied to CQ bot. I'm not sure.

Ah, sorry, it started working. It needs a few minutes that the list is applied...
