JAWS does not automatically read the contents of the permissions dialog when adding extensions

Issue description

Version 69.0.3450.0 (Official Build) canary (64-bit)
Version 68.0.3440.15 (Official Build) dev (64-bit)
JAWS Version 2018.1805.33 ILM
NVDA version 2018.1.1
Windows version 1709 (OS Build 16299.431) 

Steps:
1. Launch JAWS.
2. Launch any of above versions of Chrome.
3. Navigate to any chrome extension page such as: https://chrome.google.com/webstore/detail/sound-on-click/ejchjkneplcffgcopialnjofdhhggjik?hl=en-US
4. navigate to and activate the ‘add to chrome’ button.
Expected: JAWS should read the contents of the dialog describing the permissions used by the extension, followed by the first button in focus.
Actual: JAWS reads the first button in focus.
Notes:
Reproduces in Canary and Dev
Reproduces with JAWS, does not reproduce with NVDA.
The current workaround is to invoke the read dialog and controls command (JAWS key +B).

Add extension dialog title to accessible node data

Screen readers should read the title ("Add <extension>?") of extension
install dialogs.

Tried testing the issue on latest chrome #70.0.3508.0 by following below steps.
Steps:
1. Launched JAWS.
2.Added chrome extension : https://chrome.google.com/webstore/detail/sound-on-click/ejchjkneplcffgcopialnjofdhhggjik?hl=en-US
4. Navigated to  activate the ‘add to chrome’ button.But could not observe JAWS  reading the contents of the dialog describing the permissions used by the extension, followed by the first button in focus.

jamwalla@ - Could you please confirm whether it is fixed or still work in progress, it would help us in further verfication.

Does not reproduce on Chrome OS. ChromeVox reads the dialog when it appears and you can linear navigate across it to read contents and dismiss dialog.
