Tabs overflow past the end of the tab strip, become inaccessible |

Issue descriptionChrome Version: 68.0.3440.7 OS: 10.13.4 What steps will reproduce the problem? (1) Open lots of tabs What is the expected result? All tabs remain visible, no matter how Tablerone'd they get (e.g. hard triangles) What happens instead? New tabs open *past the end of the tab strip* which makes the completely inaccessible (e.g. you can't access them until you close enough other tabs).

Mac triage: over to groby@ - what should we do about Too Many Tabs? amineer@: as far as I know this has always been our behavior when you have too many tabs to fit into the tab strip. eg, if you open 1000 tabs, there's no way we can visually fit all of them into the strip, so we start just overflowing them. I don't think this behavior has changed recently. This shouldn't be RBS unless it is a recent regression.

So just FWIW I understand that there's a point where we can't show more tabs, but I feel like I hit it *much* sooner yesterday than I would have expected, e.g. in normal usage and not with a ton of tabs (~30-40 instead of say 100). Sadly just opening a bunch of blank tabs now isn't replicating, so I'll keep an eye and take a screenshot next time I run into it.
