Launching a Linux (Crostini) app while switching Chrome profiles causes app window to appear in secondary profile

Issue description

Chrome version: 68.0.3440.4
OS: Chrome

Repro steps:
1. Sign into Chrome with two profiles (@google.com, @gmail)
2. Open Terminal
3. Install Android Studio, if not already installed
4. Launch Android Studio ./android-studio/bin/studio.sh
5. Switch profiles (Cntl + Alt + >) while Android Studio is launching
6. Linux app window appears in active (secondary) profile, not the one it was launched in

Expected: Crostini Linux apps should appear in Chrome Profile that they are launched from
Actual: Linux apps appear in active profile (secondary)
