Changing URL in address bar frequently fails to open new URL

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.139 Safari/537.36

Steps to reproduce the problem:
1. Open a page (say, https://bugs.chromium.org/p/chromium/issues/list)
2. Place your cursor over some part of the link (say, "issues")
3. Doubleclick but with the second click drag slightly to the right (the way you would if you were selecting a single word on a page and didn't want the trailing space in the selection), then quickly type a letter (or press ctrl+V to paste).
4. Wait as long as you like, then press enter.

What is the expected behavior?
The browser should navigate to the new URL.

What went wrong?
The browser resets the URL to before you edited it and navigates to that page.

This happens to me ALL THE FREAKING TIME. It's exceedingly annoying. I successfully edit the URL only to have the page go to the URL I was just on. Like WTF Chrome, just go where I told you. It often happens 3 or 4 times in a row.

This can take some practice to achieve if you're not used to doing a doubleclick-drag, but if it's what you normally do it happens nearly every time, and can be repeated as many times as you want on the same page.

This seems to be directly related to doing a doubleclick-drag to replace parts of the URL. As long as you type something quickly after doubleclick-dragging to select part of the URL, you can leave pressing enter as long as you want and when you do the URL will revert. As a developer who edits URL constantly while testing things, this is a massive pain in the backside.
 
Actually further testing shows you can just edit the URL however you want (doubleclick, type something at the end, block-select and type something, etc.) to replicate. The only requirement is that you do it immediately after clicking in the address bar.

Unable to reproduce the issue reported chrome version on 66.0.3359.139 and latest stable 67.0.3396.62 using Windows 10 & 7. Attaching Screencast for reference.

Steps 
--------
1. Launched Chrome.
2. Navigated the URL as given in comment#0 "https://bugs.chromium.org/p/chromium/issues/list"
3. Double clicked and on second click dragged slightly to the right.
4. edited the url and waited some time then pressed enter.
We are able to see the new URL.

@Reporter: Could you please review the attached screen-cast and confirm if anything being missed here.

This sounds a lot like bug 825318.  It's fixed in Chrome 67.  Reporter: can you please update to Chrome 67 and let me know if it's still an issue for you?
@mpear for some reason I'm not permitted to view issue 825318 (which is annoying because I was really curious to see what it was... and of course now I'm even more curious) but it does appear that m67 has fixed the issue. Super happy because m67 also brings the fix for having to press F12 twice to close the devtools :P

Thanks for confirming that this is fixed for you.

The issue you can't view was pretty much the same as you reported, just only talking about pasting text and hitting return and then ending up reloading instead of navigating.
