Remove drawing on a sRGB surface in ImageBitmap

Skia is removing the code that allows drawing to sRGB 8-8-8-8 surfaces. Remove this from ImageBitmap so Skia patch can land.

(More than that, the SVG content drawn this way has been linearly blended, which is probably not what you wanted.)

Chromium does not support SVG color profiles, so it is safe to assume the content, when building and painting the SVG DOM as part of the embedding DOM, is always treated as sRGB.
