“No Open Tabs” label is missing when using Close Tab. |

Issue descriptionApp Version: 69.0.3449.0 Canary iOS Version: 10.3.3, 11.4 Device: iPad , iPhone Precondition: Enable ui-refresh-phase-1 in chrome://flags Steps to reproduce: 1. Launch chrome 2. Long press on tab switcher 3. Tap on Close tab Observed results: “No Open Tabs” label is missing when using Close Tab. Expected results: “No Open Tabs” label should be shown when using Close Tab. Ed can you take a look at this tab grid bug? It looks like we aren't intercepting the WebStateList change to show the "No Open Tabs" label. It might be because the WSL is updated before the tab grid UI is displayed.
