content_browsertests timing out on ToTAndroidCFI

First failing build was https://ci.chromium.org/buildbot/chromium.clang/ToTAndroidCFI/2047 which was r332842.

The roll was r332838, so it's probably something in that 4-revision range. Maybe r332840?

Looks like the problem was caused by https://chromium-review.googlesource.com/c/chromium/src/+/1067109 which caused content_browsertests to get 1 shard instead of 10 on the ToTAndroidCFI bot.
