[Standalone] Window repositioning vertically doesn't affect 2D content

Issue description

Chrome Version: 68.0.3440.14
OS: 8.0
Device: Lenovo AIO

What steps will reproduce the problem?
(1) Go to a Wikipedia site (to produce the lock, secure site icon in the Omnibox).
Click and drag Chrome content quad from above the window, and move it up in space so it's over the users head or can be viewed lying down.
(2) Click on the security indicator icon and then Site Settings to open a 2D window.

What is the expected result? The 2D window should be positioned on top of the VR browsing content quad.

What happens instead? The 2D window is presented far below the content quad, as if the vertical re-positioning didn't affect it at all.

Note that re-positioning horizontally does affect the 2D window. So this must be isolated to vertical re-positioning only.

We don't really have control over 2D windows in VR. Not sure if it's worth filling a platform bug.
