Error loading extension dialog incorrect

Chrome Version: 69.0.3450.0
OS: macOS, with go/pizzafood flags on

What steps will reproduce the problem?
(1)Load zipped extension 
(2)see a chrome dialog inside a native window container

What is the expected result?

If we need to keep it in a native frame
- strip away all custom styling and use purely native text and buttons 

If we can make this within chrome
- Remove from native window frame
- attach to omnibox
- make the dialog modal (clicking out should not dismiss the dialog)

Is the dialog shown a WebUI dialog? It seems to me that it is not (otherwise it would not have an 'x' icon anymore).

Isssue is MacOS only. Other OSs look more sane. Windows and ChromeOS don't have the top bar, linux has the top bar but doesn't have the extra X
