Manifest error UX improvements

1. Animate the opening and closing of the drawer. See chrome://settings/siteData for examples
2. Remove auto-open functionality and replace with manual opening and closing
3. Allow for multiple manifest errors to open at a time
4. Implement snackbar to confirm the removal of a manifest error

Regrading 4: What does removing an error mean here? Just clearing the log? Since removing the error does not imply that the error has been fixed.

Is clearing the log worth a snackbar?
