Chrome 67: Silly animations on back/forward/refresh buttons

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.62 Safari/537.36

Steps to reproduce the problem:
1. Hover over/click the back, forward or refresh buttons. 

What is the expected behavior?
In 2016 or 2017, the buttons used to have a box boundary. This was helpful for quick operation but unfortunately was removed.

In Chrome 66, the buttons had no box boundaries but did not have a grey shapeshifting square animation upon click or hover.

What went wrong?
Since Chrome 67, the buttons now have a shapeshifting and growing grey animation when hovering or clicking on them which is incredibly distracting, and there's no option to disable or change it.

Did this work before? Yes Chrome 66 (Unknown 2016–2017 version for boundaries)

Chrome version: 67.0.3396.62  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 29.0 r0

The Material Design animations are wacky but that's trendy, apparently, so I doubt it'll be disabled.
Try installing a dark[er] UI theme extension so that the hover effect becomes less pronounced.
Or tweak everything in a theme constructor: https://www.themebeta.com/chrome-theme-creator-online.html

Unable to reproduce the issue reported chrome version on 67.0.3396.62 and latest chrome 69.0.3451.0 using Windows 10 & 7. Attaching Screencast for reference.

Steps 
--------
1. Launched Chrome.
2. Hovered the courser on back, forward and refresh buttons also clicked.
 
Not seeing any major animation on back, forward and refresh buttons.

@Reporter: Could you please review the attached screen-cast and confirm if anything being missed here. As updated in C#1 the new UI is material design related and if there is considerable animation you are seeing then request to attach screen-cast of the same. Also update if C#1 helps or not.
