Wrong status bar color

Issue description

Steps to reproduce the problem:
1. Open any page in Chrome Stable on Android

What is the expected behavior?
Status bar is black or matches page meta theme-color.

What went wrong?
Status bar is always white in Stable channel and right in Beta.

Did this work before? Yes 65

Chrome version: 67.0.3396.68  Channel: stable
OS Version: 8.1.0
Flash Version: 

It works right in 66 Beta, 67 Beta (and all non-stable channels), but it is wrong in 66 Stable, 67 Stable.

Tested on Chrome #66.0.3359.158 and #67.0.3396.68 using Pixel 2 Android 8.1.0 Buil/OPM1.171019.028 and Samsung J7 Android 7.0.0 and was not able to reproduce the mentioned issue. Attached the screen cast for reference.

Adding the label 'TE-Hardware-Dependency' as the device is not available with Hyd and MTV teams.

ruslan.egorov01@ -- Could you please verify by disabling and enabling Chrome by navigating to Device Settings >> Apps & notifications >> Chrome and latest update to the latest version from Play Store and let us know your observations.
