Front browser window shows tooltips for tabs in the window behind it |

Issue descriptionChrome Version: 69.0.3450.0 (macViews browser) OS: macOS 10.13 What steps will reproduce the problem? (1) Create a window, add two tabs (2) Create a second window - it may need to be incognito (3) Align the second window's tabstrip over the first (4) Click the second window's new tab button (5) Click the the newly-created tab's close button What is the expected result? Tooltips for the second window's tabs appear because Chrome now likes to torture me, a poor Mac user, with inane tooltips What happens instead? When you click the new tab button one of the back window's tab's tooltip appears. When you click the new tab's close button, a different back window tab tooltip appears. See attached movie.

Unable to reproduce the issue on latest stable #69.0.3450.0 and latest Canary 69.0.3475.0 on Mac 10.13.5 by following below steps. 1.Set #top-chrome-md to refresh and relaunched chrome 2.Created a window, add two tabs 3.Create a second window in incognito 4.Align the second window's tab strip over the first 5.Click the second window's new tab button 6.Click the the newly-created tab's close button but could not observe back window's tab's tool tip appears. Attached screen cast for reference. As issue is not reproduced on latest chrome builds removing NeedsTestConfirmation. Thanks !
