ChromeVox won't move backwards by edit box on a page

Steps to repro:
# With ChromeVox enabled, visit https://labs.levelaccess.com/index.php/ARIA_Textbox
# Use search+e to cycle through edit boxes on the page
# Then use search+shift+e to cycle between edit boxes in reverse

Expected: Navigation by edit boxes should find the edit box forward and reverse

Actual: When pressing search+shift+e from the 'aria example' box ChromeVox reports there are no more edit boxes

This is actually somewhat expected. The last text field is a content editable, so ChromeVox scopes its jump commands within it.
- when there's no content within the content editable, ChromeVox should not do this
- when there is content in the content editable, we should scope jump commands (perhaps excluding next/previous edit text jump command)

You will see that for next/previous heading in a content editable (particularly with Google Docs), scoping makes more sense.
