Briefly looking at code search leads me to believe we are not hitting certain code paths that we always expect on main frame requests. It may be because this request is treated in some other way due to scheme, etc. I need to look at the test today to see what's going on. I may need help if something doesn't make sense.

Looks like this probably a scheme issue that should be addressed in the code. I am moving back to the original bug and closing this one.
