Chrome variants duplicates in "open with" menu

Issue description

Steps to reproduce the problem:
1. Open any URL from another application, where no WebView available.
2. Issue is here.

What is the expected behavior?
Must not be same variants of one Chrome app.

What went wrong?
Two same variants of one Chrome app.

Did this work before? Yes 66.0.3359.158

Chrome version: 67.0.3396.68  Channel: stable

Tested the issue using #67.0.3396.68 on Android Samsung J7; 7.0.0 and could not reproduce the issue as per the steps mentioned below.

Steps:
1. Navigated to random apps
2. Clicked on link and tried open with
3. No duplicate Chrome icon is observed.

@Reporter: Could you please help us with a sample URL where you're seeing this issue and details of device for further triaging?

Oh, you're right.
Look like this happening only with one app: https://play.google.com/store/apps/details?id=ru.fourpda.client

Steps to reproduce the problem:
1. Open "4PDA" app.
2. Go to the "Site" ("Сайт").
3. Open any external link in the news.

This only happens with 67.0.3396.68. On 66.0.3359.158 problem not seen.

Tested the issue in Android and able to reproduce the issue. 

Steps Followed:
1. Opened "4PDA" app.
2. Navigated to the "Site" ("Сайт").
3. Opened external link in the news and Observed chrome is displayed twice.

Chrome versions tested:
67.0.3396.87(Stable), 69.0.3461.2(Canary)

OS:
Android 9.0,8.1.0, 7.0.0

Android Devices:
Pixel 2 XL,Pixel 2, Samsung J7

Using the per-revision bisect providing the bisect results,
Good Build - 67.0.3378.0
Bad Build - 67.0.3379.0

You are looking for a change made after 545233(GOOD), but before 545234(BAD).

It`s also happening in "Default apps" picker on some ROMs (most от LineageOS based): Apps & notifications -> Advanced -> Default apps -> Browser app.

Those ROMs have buggy intent resolution code, and you should probably file bugs against them. They should only be choosing one component per app to show, and selecting based on priority.

4PDA also looks like they've implemented their own intent dispatching code, and done it wrong.

Chrome showing up twice in the default browser dialog is covered by  issue 847921 . It's an Android platform bug that I have a workaround for I'm working on landing.

Going to mark this as WontFix, as this isn't a bug in Chrome.

Looks like the app 4PDA has an intent resolution bug, and LineageOS based ROMs do intent disambiguation wrong.
