libphonenumber uses 630 KiB of memory |

Issue descriptionIn go/hello-chrome-hackathon we discovered that removing libphonenumber drops the private dirty footprint of the browser by about 630 KiB. Interestingly this only happens if the browser has a populated user profile (as opposed to a clean one). Routing to autofill since it seems to use libphonenumber and could be the trigger mechanism here. Will post some memory-infra traces shortly. For reference, the patch to remove libphonenumber is at go/jekzy.
