What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://bookmarks/ page and 'Add new folder' or 'Add new bookmark' using tap touch.
(2) Now using tap touch delete the folder or bookmark from 'More actions' and traverse the focus on 'Undo' button.
(3) Now hit "Enter" key immediately without delay from keyboard and observe.

Actual Result: Bookmark or Folder doesn't get restored after Undo action in chrome://bookmarks/ page.
Expected Result: Bookmark or Folder should be restored after Undo action.

This is a regression issue, broken in M-67 series and providing the bisect info:
Good Build: 67.0.3381.0 (Revision: 545919)
Bad Build:  67.0.3382.0 (Revision: 546346)

1) Issue is Touch specific and it is not seen on Click event.
2) Issue is not seen on Linux (14.04 LTS) and Mac (10.12.6, 10.13.1, 10.13.5) OS.
3) Issue is also seen on M-67 Stable & Beta (build #67.0.3396.62) and M-69 Canary (build #69.0.3450.0).
