Issue descriptionChrome Version: 69.0.3450.0 (Official Build) Revision da8f5906ed311a5cade0d00faa8c16c9d7816b22-refs/branch-heads/3450@{#1}(64 bit) OS: Mac 10.12.6 Pre-condition: Enable 'Use Views browser windows instead of Cocoa.' under chrome://flags Extension URL: https://chrome.google.com/webstore/detail/google-hangouts/nckgahadagoaajjgafhacjanaoiihapd?utm_source=chrome-ntp-icon What steps will reproduce the problem? (1) Launch chrome, navigate to the above given extension URL and add 'Google Hangouts' extension to chrome. (2) Click on the hangout extension icon besides omnibox to open Hangout window and observe the header. Actual Result: The header on 'Google Hangouts' extension window appears chopped. Expected Result: The header on 'Google Hangouts' extension window should be seen properly. Leaving as pri-1 so we investigate root cause. Does this affect a bunch of other use cases, or is it limited to apps?

Update w.r.t. comment #4, Checked the above issue on latest Canary build #69.0.3476.0 and also on current Dev build #69.0.3472.3 and the issue seems to be fixed. Please refer the attached screen cast.
