What steps will reproduce the problem?
1. Launch Chrome and click on avatar icon at top right corner to open profile bubble.
2. Select ‘Manage People’ option from profile bubble to open 'Manage People' window.
3. Click on three-dot icon on profile picture to open menu list and observe.

Actual: Horizontal separator line is missing between ‘You’ & ‘Remove This Person’ options from menu list. 
Expected: Horizontal separator line should seen between ‘You’ & ‘Remove This Person’ options from menu list. 

This is a regression issue, broken in M-69 series, below is manual regression range.

Good Build: 69.0.3449.0 (Revision:563986)
Bad Build: 69.0.3450.0 (Revision:564323)

Using the per-revision bisect providing the bisect results:

You are probably looking for a change made after 564220 (known good), but no later than 564221 (first known bad).
