Steps to reproduce:
1.Launch chrome and Navigate to above URL.
2.Click on secure chip and click on cookies.
3.Observe 

Actual:Glimpse of view site info bubble is seen while opening cookies overlay.
Expected:Glimpse of view site info bubble should not be seen while opening cookies overlay. 

This is regression issue broken in ‘M-69’ and below is the bisect info:
Good Build:69.0.3347.0(Revision:563479)
Bad Build:69.0.3348.0(Revision:563958)
