PDF 1.3 compliant document does not render correctly.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.62 Safari/537.36

Steps to reproduce the problem:
1. Open document in Chromium 63 or later
2. Observe missing text 

What is the expected behavior?
All text displays as it does in other PDF readers.

What went wrong?
According to http://www.pdf-online.com/osa/validate.aspx, the PDF attached is a PDF 1.3 compliant document generated by our software. It renders correctly on other PDF readers (such as Adobe Reader, Microsoft Edge, Mozilla Firefox) but as of Chromium 63, it does not render correctly in Chromium. Some speculative fixes on our end have shown that removing the /Ascent or /CapHeight elements of the document fix rendering in Chromium, but break compliance and rendering in other readers.

Last known version of Chromium where documents rendered correctly is 62.0.3202.62

Attached is an example document, and an image of it being correctly rendered in Adobe Acrobat DC version 2018.011.20040.
