{ state : "fullscreen" } has no taskbar / addressbar when hovering while F11 has.

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10452.96.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.181 Safari/537.36
Platform: 10452.96.0 (Official Build) stable-channel zako

Steps to reproduce the problem:
1. Install my testextension on chromebook
2. Open http://www.zzapps.nl
3. Hover top or bottom

What is the expected behavior?
On hover, the taskbar or tabs/addressbar should show. 

The extension shows the popup to leave fullscreen with F11, and you can do that.

What went wrong?
On hover, there is no task- or tabs bar.

Entering fullscreen with F11 displays the correct behaviour, entering fullscreen with extension does not.

The use case is an in-house extension to make it for users easy to login company-specific pages on CHromebooks. The extension helps with that.

Routing to extensions and full screen teams for triage.

That said, bug 800481 (which is Mac-only though) seems relevant, as it explains how full-screen for extensions is different than full-screen for tab content.
