Unable to navigate to any site after enabling MacViewsBrowser flag.

Chrome Version: 68.0.3440.15 (Official Build) 97fda87c8faca0ed36579987237d552dd92d1fcd-refs/branch-heads/3440@{#179} (64 bit)

OS: Mac(10.12.6 , 10.13.1 , 10.13.6) OS

Pre-Condiiton: Enable 'Use Views browser windows instead of Cocoa' flag from chrome://flags and relaunch the browser.

Steps to reproduce:
1. Launch chrome and navigate to any site(ex. WWW.google.com/WWW.fb.com)
2. observe.

Actual Result: Unable to navigate to any site after enabling cocoa flag.
Expected Result: Should be able to navigate to any site after enabling cocoa flag.
 
This is Non-Regression issue seen from ‘M-67’ build 67.0.3381.0

Note: Issue is not reproducible on Windows(7,8,8.1,10) and Linux(14.04 LTS) OS

As this being a Non-Regression issue, changing the status to Untriaged so that the issue would get addressed.

I don't think the Views flag (#views-browser-windows) is necessarily expected to work in M68, so this is probably WontFix.
