Print to PDF generates a white background

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:60.0) Gecko/20100101 Firefox/60.0

Steps to reproduce the problem:
1. Open any page
for example:
<html>
  <head>
  </head>
  <body>
	<h1>test</h1>
    </body>
</html>
2. Click "Print" and choose "Save as PDF"
3. Check the result PDF file

What is the expected behavior?
PDF should NOT contain any visible background

What went wrong?
White rectangle appears at the background.

Did this work before? No 

Chrome version: Version 66.0.3359.181  Channel: stable
OS Version: 10.0
Flash Version: 

This behavior is an issue when we overlay 2 pdf files and only the top one is visible.

I tried different tricks like "-webkit-print-color-adjust: exact;" and it doesn't work.

The same problem reproduced on Linux, Windows and Mac
