css width of <rect> not working with animations

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.62 Safari/537.36

Steps to reproduce the problem:
1.  open the link and take a look at the animation which I supposed that should affect the <rect> width

What is the expected behavior?
I am not sure what is the correct behavior.
In chrome, the css width is not working with animation.
In safari, the css width is working with animation.
In firefox, the css width doesn't work at all.

What went wrong?
Is the width one of the Geometry Properties, which supposed to be used as CSS properties?

Did this work before? N/A 

Does this work in other browsers? N/A

Status: Available (was: Unconfirmed)
I think this is caused by the relative units (the lack of tracking thereof really.) Issue 709437 is about fixing that.
