Autoplay not enforced on ads, pauses other content |

Issue descriptionChrome Version: 69.0.3448.0 OS: Android 8.1 / Pixel 2 XL What steps will reproduce the problem? (1) Pair bluetooth headphones (2) Play music (e.g. from Google Play Music) (3) Visit a site with an ad featuring autoplay (ex: http://www.espn.com/nhl/story/_/id/23694017/2018-stanley-cup-final-vegas-golden-knights-luck-run-nhl) and scroll until the ad is rendered (this is key) What is the expected result? Ad and corresponding audio do not play What happens instead? Ad video plays; no ad audio is played, but it pauses whatever else you were listening to in the background (in the repro steps above, Google Play Music). This is really frustrating when it occurs, you have to explicitly resume playback on your own media repeatedly. I've attached a screenshot of one of the offending ads. Additionally, I know it's not just me; the following Play Store review for M67 stable has ~450 upvotes: """ It's absolutely infuriating to have my music or podcasts muted while browsing due to autoplay.
