Tracing doesn't work in fullscreen mode in Canary (69.0.3449.0)

Issue description

In Chrome Canary (at least on Windows), if I start tracing (I select Rendering category), and then go to youtube.com, select any video. When the video starts playing, I click the fullscreen mode button.

Then Chrome no longer updates (the video doesn't really go into full screen mode) , and if you press Esc, the video goes into full screen mode now (weird), but then the window freezes again. Nothing I do from this point can unfreeze the window.

I tested in Stable, and there is no such issue.

(I tested on two Windows laptops, and both have the same issue)

Ned, can you take a look at this or triage this? This makes it impossible for us to looking into full screen mode performance.

vmiura confirms it works on MacOSX, so it might be Windows only.

Probably redundant info, but I can also reproduce this on my corp Win machine, which is a Z840. So probably it's not related to running out of memory or other resources.

I verify with Canary 69.0.3450.0, this is fixed.
