Entering fullscreen freeze the whole window on Chrome Canary on windows

Chrome Version: 69.0.3449.0
OS: Win10

What steps will reproduce the problem?
(1) Open a tab in chrome canary
(2) F11 to enter full screen

What is the expected result?
tab enter full screen mode

What happens instead?
everything in the tab is freezed. not able to click link. Not able to exit full screen mode.
