Wrong URL showing on bottom-left corner when hovering

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3449.0 Safari/537.36

Steps to reproduce the problem:
1. Open any webpage
2. Hover over any link/element with href

What is the expected behavior?
The address that's defined on the href being shown on the bar.

What went wrong?
The incorrect address is being show, from a previous/current open tab.

Did this work before? Yes 

Chrome version: 69.0.3449.0  Channel: canary
OS Version: 10.0

Tested the issue on chrome reported version 69.0.3449.0 using Windows-10 with steps mentioned below:
1) Launched chrome reported version and navigated to web page(for ex: google)
2) Hovered the mouse over the link, didn't observed any URL on bottom-left corner of the window, it is showing as "process requesting..."
Observations: Tested the issue on chrome version# 69.0.3447.0, by using above steps able to see the URL at bottom-left corner of the window

@Reporter: Please find the attached screencast(69.0.3449.0 and 69.0.3447.0) for your reference and provide your feedback on it which help in further triaging it. If possible could you please provide the screencast of the issue which help in better understanding.

Issue seems to be fixed on version 69.0.3450.0
