Cannot click on an extension next to the address bar to open it which makes extensions unusable

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3449.0 Safari/537.36 Steps to reproduce the problem: 1. Download an extension from the webstore 2. make sure it appears to the right of the address bar 3. click on any of the buttons on the right of the address bar that are from an extension 4. look at how there are just a few black boxes and often only a white cube What is the expected behavior? The Extension button should load a pop-up properly What went wrong? The Extension button displays random black squares and often a weird white semi-transparent rounded square WebStore page: every extension that exists (includes data saver) Did this work before? Yes One version before 69.0.3449.0 Chrome version: 69.0.3449.0 Channel: canary OS Version: 10.0 Flash Version: Most extensions are broken only the ones that add the pop-up to the source of the page work...
