Cannot scroll in the Bookmarks |

Issue descriptionChrome Version: (copy from chrome://version) OS: (e.g. Win10, MacOS 10.12, etc...) CrOS 68.0.3440.4 (Official Build) dev (64-bit) What steps will reproduce the problem? (1) Open a PDF with a large ToC. (2) Open the Bookmarks and try to scroll (3) What is the expected result? ToC scrolls What happens instead? Nothing. Please use labels and text to provide additional information. If this is a regression (i.e., worked before), please consider using the bisect tool (https://www.chromium.org/developers/bisect-builds-py) to help us identify the root cause and more rapidly triage the issue. For graphics-related bugs, please copy/paste the contents of the about:gpu page at the end of this report.

This is on a Pixelbook. Just noticed that scrolling with trackpad doesn't work, but Up/Down does.

Does https://www.adobe.com/content/dam/acom/en/devnet/pdf/pdfs/PDF32000_2008.pdf reproduce the problem? i.e. Is its bookmarks section sufficiently large?

Doesn't happen in Linux, probably Chrome OS only.

hnakashima: Why do you think it's a regression? I tried on a different Chromebook. Using 2 finger scrolling, sometimes the bookmarks scroll, and sometimes the page contents scroll.
