Cannot scroll in the Bookmarks

Issue description

Chrome Version: (copy from chrome://version)
OS: (e.g. Win10, MacOS 10.12, etc...) CrOS
68.0.3440.4 (Official Build) dev (64-bit)

What steps will reproduce the problem?
(1) Open a PDF with a large ToC.
(2) Open the Bookmarks and try to scroll
(3)

What is the expected result?
ToC scrolls

What happens instead?
Nothing.

This is on a Pixelbook.  Just noticed that scrolling with trackpad doesn't work, but Up/Down does.
Does https://www.adobe.com/content/dam/acom/en/devnet/pdf/pdfs/PDF32000_2008.pdf reproduce the problem? i.e. Is its bookmarks section sufficiently large?

Doesn't happen in Linux, probably Chrome OS only.
hnakashima: Why do you think it's a regression?

I tried on a different Chromebook. Using 2 finger scrolling, sometimes the bookmarks scroll, and sometimes the page contents scroll.
Just because it was opened marked as one.

It used to work, and it stopped working recently,
