We are trying to fix the behaviour of reftest-wait to match the upstream:

which exposed two failures:
 external/wpt/css/css-fonts/font-display/font-display-preload.html
 external/wpt/css/css-fonts/font-display/font-display.html

They already fail in upstream wpt.fyi (so they are not "new" failures per se); this change makes the behaviour and results more consistent with upstream.
