After downloading any file it opens it up automatically

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.62 Safari/537.36

Steps to reproduce the problem:
1. Go to any website that lets you download something
2. Begin the download
3. Once the download finishes Chrome automatically opens it

What is the expected behavior?
The expected behavior is for it to download then let me manually click it open in the bottom downloads bar that appears after a download.

What went wrong?
After the download is complete the download bar disappears and it opens the file automatically. 

Did this work before? Yes 66 Chrome Stable Build

Chrome version: 67.0.3396.62  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 29.0 r0

Unable to reproduce the issue on latest Chrome Stable i.e., 67.0.3396.62 on Windows, Mac and Linux.

 yousif.r.ragab@ can you please check once you click on upward arrow on Download shelf to see if "Always open Files of this type" is checked(tick mark), if so this is working as intended. 
Have you tried clearing your auto open settings for downloads?  chrome://settings -> advanced -> downloads.  If you have auto open selected for certain file types you should get an option to clear those settings there.

Closing out as we didn't get feedback for the past few weeks.  Please reopen if this still happens and if #3 doesn't fix it for you.
