Regression:Paint icon and 'undo' text is not seen on theme info-bar while applying second theme.

Issue description

Chrome Version: 69.0.3449.0 (Official Build) Revision	4c662013d5fa1e3a073c4e2a62844d6838d152d3-refs/branch-heads/3449@{#1}(64-bit)
OS: Mac OS X(10.12.6,10.13.1,10.13.6).


Steps to reproduce:
1.Launch chrome and navigate to chrome://apps.
2.Navigate to theme section and apply first theme.
3.Click on 'x' of  of theme info-bar so that it closes info bar.
4.Add second theme and observe theme info-bar for secondly added theme.


Actual Result:Paint icon and 'undo' text is not seen on theme info-bar  while applying second theme.
Expected Result: Paint icon and 'undo' text should be seen on theme info-bar  while applying second theme.

This is regression issue broken in ‘M-69’ and will providing per-revision bisect info:
Good Build:69.0.3347.0(Revision:563479)
Bad Build:69.0.3348.0(Revision:563958)

You are probably looking for a change made after 563957 (known good), but no later than 563958 (first known bad).

This seems to be Cocoa-specific. Please leave a comment if it also happens under MacViews.
Update:
wrt to comment#2:
Issue is not reproducible on beta M69 #69.0.3497.42 and canary  M70 # 70.0.3524.0 with both condition under cocoa specific and Mac views.
But issue is reproducible on reported chrome version i.e #69.0.3348.0.

Update: 
Rechecked the above issue on Mac(10.13.1, 10.13.6, 10.14.2) OS using latest canary build #72.0.3608.4 and the issue not reproducible. Kindly refer the screen-cast for reference.
