Issue descriptionWith UI refresh flag enabled. With InProduct help flag enabled. What steps will reproduce the problem? (1) Open a web page (2) Kill the app (3) Relaunch the app What is the expected result? The in product help should be displayed. What happens instead? Nothing. The help is displayed when loaded when entering/leaving the tab switcher. This is because the content offset of the WKScrollView isn't set to 0 when the tab is shown (as a screenshot), before it is reloaded. Assigning to Ed as I am OOO for the next two weeks. If you don't have time to look at it, feel free to reassign back to me.

I am not able to reproduce it even on bad network. Maybe it went away with the 1s delay before presenting the in product help? Adding lindsayw@ and srikanthg@ so the test team knows about it.
