I can't drag a link into the folder where I like and the drop down is in the wrong place from the bookmark bar! Short folder name bug?

Issue description

Chrome Version: <From about:version: 67.0.3396.62 (Official Build) (64-bit) (cohort: 67_win_62)>
Chrome OS Version: <From about:version: Platform x.x.x.x Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.62 Safari/537.36> about:version doesn't say the platform! Is this another bug?

Steps To Reproduce:
(1)Try making a folder named SEO. The name is short.
(2)Fill the folder with some links.
(3)Now try to drag a link into the folder where you want. It's impossible.
The bookmark bar drop downs it to far away to the right on the bookmark bar folder! It is impossible to drag links into folders now!

Expected Result: I can't drag a link into the folder where I like.

Actual Result:

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)

What is the impact to the user, and is there a workaround? If so, what is
it?

I also know I have maybe a 5000 or more bookmarks but why is the bookmark customize and control menu soooooooooooo slow??? It takes 6 seconds to open but I have an 18 core i9 using the fastest M2 drive.

I see it is when the folder fills all the way down to the bottom of the screen then the drop down gets pushed to the right. How do we fix this instead of having the stuff we need in different smaller folders?
The link manager is really fast so why is the menu settings area super slow?
I can't find any solutions. Does anyone from Google read these messages? Looks like Chrome needs to be recoded.

That dropdown is super slow and after each drag closes then I have to another wait 5 second for the popup to open again before I can drag anything. Try scrolling down the list? Why does it have to take 30 seconds of longer just to get to one stupid bookmark before I can even drag it... Please fix this terrible bug someone.
