Regression:Downloaded File name is not seen in download bar.

Chrome Version: 69.0.3448.0 (Official Build) Revision	881f7188e7bedfd86afd70ed2af61a41667fe141-refs/branch-heads/3448@{#1}(64-bit)
OS: Mac OS X(10.12.6,10.13.1,10.13.6).

Test URL:https://permission.site

Steps to reproduce:
1. Launch chrome and navigate to above URL
2.Click on 'Auto Download' and observe download bar.

Actual Result:Downloaded File name is not seen in download bar.
Expected Result: Downloaded File name should be seen in download bar.

This is regression issue broken in ‘M-69’ and will soon update the bisect info.

Note:Issue is seen on fresh install/fresh user

Update:

Unable to provide bisect using per-revision script,and chromium builds as getting all good builds while bisecting ,Hence providing bisect manually.

This is regression issue broken in ‘M-69’ and below is the bisect:

Good Build:69.0.3347.0(Revision:563479)
Bad Build:69.0.3348.0(Revision:563958)

Update:
Test URL:http://www.orimi.com/pdf-test.pdf

Please download the pdf and observe the issue.
Issue is only reproducible only on fresh launch and fresh user.

Tested on Corp and Non-Corp machines and was not able to reproduce the issue on clean profiles. Attached the GPU of Non-corp machine's.

shruti.jadhav@ -- Could you please attach the GPU of your machine.
