Above issue is only Windows 7 (32/64 Bit) specific and is not reproducible on (8,8.1,10), Mac(10.12.6, 1.13.1, 1.13.6) and Linux(14.04 LTS).

My system is Windows 10.
I have same problem.

Before minimize, the web page can't click anything and scrolling.
Then minimize and maximize, the window will become black.

1. Able to repro on Win 10 (by using Keyboard shortcut Windows Key + D), 
2. Minimize maximise the browser using the browser buttons couple of times, Chrome is not functioning properly (unable to click on any link, tab etc - we need to close and re open the browser)

windows 10 here, have the same problem, its pretty irritable, i have work i need to be done and this issue almost caused me a terrible thing when i made a transaction i cant legally get money back for  

When there is the black screen, changing the browser window size makes it go normal again.

The black screen on Plugin menus is a common problem in Windows 7, 8, 8.1 and 10.

On Windows 8.1 and 10 this issue occurs when clicking on "Show Desktop" (or Ctrl + D) and then maximizing the browser again. However, there isn't such a problem in Windows 8.

I don't think this is due to my change. Looking at the regression range, I'd expect maybe 3e5eaae29d310061c0504f7d011f8bb0263e0078?

Reason for revert: causes multiple bugs on Windows and breaks viz_content_browsertests on Mac FYI bots

Tested the issue on Windows-10 using chrome latest Canary M69-69.0.3450.0 by following steps mentioned in the original comment. Observed that chrome page is working while minimise and maximise working as expected. Hence adding TE-Verified label.
