What steps will reproduce the problem?
1. Enable English US and Japanese keyboards
2. In US keyboard, switch to the full layout mode
3. Switch to Japanese keyboard (full layout only)
4. Switch to US keyboard

What is the expected result?

US keyboard is in the full layout mode

What happens instead of that?

US keyboard is in the compact layout mode, as shown in the attached video.

Please provide any additional information below. Attach a screenshot if
possible.

Note that Japanese keyboard does not have the compact layout ( issue 806664 )
