CSS * affects items in <head>

Reported by netpassp...@gmail.com, Jun 4 2018

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.102 Safari/537.36 Vivaldi/1.93.955.38

Steps to reproduce the problem:
1. Put * {display: block;} in css file
2. Use the css file in a web page
3. The body of the page will display text in <title> and <style> tags (at least those two, didn't check others), both correctly nested in the <head> tags.

What is the expected behavior?
Not to display head info in the actual page.

What went wrong?
The body of the page will display text in <title> and <style> tags, both correctly nested in the <head> tags.
Why in the world would CSS affect the display of tags inside the <head>?

Did this work before? Yes

Chrome version: 61.0.3163.102 Channel: stable
OS Version:
Flash Version: Shockwave Flash 29.0 r0

@Reporter: Please check the issue on latest build and report us back the behavior. If issue is still reproducible please provide us sample test file to test this issue from TE end.

Thanks!
Still a bug. I just installed the latest stable version of Chrome (the .deb) tonight.

I've attached an HTML and CSS file that reproduces the behavior. It's visible in Chrome on Android, too.
