CSS * affects items in <head>

Issue description
UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.102 Safari/537.36 Vivaldi/1.93.955.38
Steps to reproduce the problem:
1. Put * {display: block;} in css file
2. Use the css file in a web page
3. The body of the page will display text in <title> and <style> tags (at least those two, didn't check others), both correctly nested in the <head> tags.
What is the expected behavior?
Not to display head info in the actual page.
What went wrong?
The body of the page will display text in <title> and <style> tags, both correctly nested in the <head> tags.
Why in the world would CSS affect the display of tags inside the <head>?
Did this work before? Yes
Chrome version: 61.0.3163.102 Channel: stable
OS Version:
Flash Version: Shockwave Flash 29.0 r0

Still a bug. I just installed the latest stable version of Chrome (the .deb) tonight. I've attached an HTML and CSS file that reproduces the behavior. It's visible in Chrome on Android, too.
