system is very slow opening pages and apps, even Settings. It lags badly during any motion images. The page alerts me that there is a problem with loading the plug-in, or requires a right-click to load it. This all occurs even though plug-in is up to date, and it's been set to allowed

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.62 Safari/537.36

Steps to reproduce the problem:
1. continual prob. Tried closing and reopening browser
2. Restarting system. Shutting system down and switching it on again
3. Updated all systems, I am aware are involved

What is the expected behavior?
Smoother, faster, more immediate responses to requests. This could well be a problem with my Windows because opening anything, including my windows Start menu, Settings, or anything at all for that matter. 
Sites, such as, Mahjong+Dark+Dimensions+(Flash), that require adobe flash are very inefficient, but so too is any media playback om my system.

What went wrong?
Extremely slow, all the time. Freezes, requires regular crtl-alt-del clicking, in an attempt to gain back control, but this takes a very long time and doesn't always work. I then will have to unplug or remove the battery. Everything is updated.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? N/A 

Did this work before? Yes Unsure, possibly Windows 8 for the system and browser issues, but for the plug-in - it worked prior to the latest Windows update.

Does this work in other browsers? No
 Mozilla Firefox, Internet Explorer, Windows Edge

Chrome version: 67.0.3396.62  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 29.0 r0

It is virtually impossible to work with these issues, my laptop is definitely slower since upgrading to Windows 10, but this last update has made it much worse

Tested this issue in Windows 10 on the reported version 67.0.3396.62 and the latest Canary 69.0.3449.0 and unable to reproduce the issue.

Launched Chrome and browsed few sites on Chrome. Couldn't observe any lag while browsing through chrome.
Was able to play motion images, videos without any issues.

Request you to retry this issue on with the same chrome build on another Windows machine, as this doesn't look like a chrome issue and update the thread with the observations.
