Add tab button bugged for dark title bar

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3448.0 Safari/537.36

Steps to reproduce the problem:
1. have a dark accent for windows in settings>personalization>colors>choose color.

What is the expected behavior?

What went wrong?
As you can see there is no add button for new tab.

Did this work before? N/A 

Chrome version: 69.0.3448.0  Channel: canary
