Username field in Chrome titlebar does not align correctly in Windows Insider

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.181 Safari/537.36

Steps to reproduce the problem:
1. Install Windows Insider (tested on build 17682.1000 but older builds are affected too)
2. Install Chrome and open it
3. Be sure that only one window of Chrome is open. It did not reproduce for me when multiple windows were open.
3. Maximize the window, resize it, maximize again.
4. Username field is now misaligned and the tabs are now squeezed.

What is the expected behavior?
Username field should be next to the minimize button and not at a random position up to the middle of the titlebar.

What went wrong?
Username field is misaligned and the tabs are squeezed because of that.

Did this work before? Yes Same version; it is related to the upgrade from stable Windows to Windows Insiders.

Chrome version: 66.0.3359.181  Channel: stable
OS Version: 10.0
Flash Version: 

Might be related to the "Sets feature" recently introduced to Windows Insiders.

It seems like the username field has a constant offset to the minimize button as its distance to the minimize button does not change when resizing the window.

As of now we don't have windows insider preview and tested this on windows 10 with OS version OS Build: 16299.431,15063.1088 and 17134.48 and we are unable to reproduce this issue form our end.

The issue appeared after I upgraded to Windows Insider, it did not reproduce on a non Insider build for me too.

Sometimes the username field moves to the right instead to the left, so it overlaps the minimize button.

This bug does not behave consistent. Sometimes it does not even reproduce. But when it reproduces (which it does more often than not), it always aligns the username field wrong.

As per comment#6, bug behaviour is inconsistent and we don't have windows insider preview.Hence requesting someone from respective dev team to look into this issue.

Justin: I am reassigning this to you as I think this is a windows-specific issue. Would anybody from you team be able to take a look at it?
I can not reproduce anymore in Windows Insider Build 17692.1000.

Maybe it was fixed by Microsoft.
