Navigating by headings in Google dox.

Issue description

Version: 66.0.3359.181
Reproduction Steps: 
1.

3.  1. I turned on braille mode by pressing Chrome vox plus ab.  2. I then tried navigating by headings by pressing alt plus ctrl nh and alt plus ctrl np.  3. I then Turned off braille mode, and pressed alt plus ctrl nh and alt plus ctrl np.  I am still unable to move by headings.  Let me note that I am the one who inserted the headings.  Thank you

Thanks for reaching out.

The braille mode that affects heading navigation is built into the docs settings, not ChromeVox.
You can access this in a google doc by pressing alt+a, arrow up to settings, right arrow, and there is an option 'braille mode' which is checked when braille mode is enabled and not checked when it is disabled.
