Pinned tabs are lost if I close the main window when another is open

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.181 Safari/537.36

Steps to reproduce the problem:
1. Have some pinned tabs
2. Open another, not pinned, tab
3. Drag that tab to another monitor
4. Forget about that tab
5. Close the main window with pinned tabs, thinking it's the only open window

What is the expected behavior?
To not lose pinned tabs

What went wrong?
When restarting, the pinned tabs are not open any more.

Did this work before? No 

Chrome version: 66.0.3359.181  Channel: stable
OS Version: 10.0
Flash Version: 

Some option to restore the lost pinned tabs instead of automatically opening would be fine with me too.

Tested this on reported chrome version on 66.0.3359.181 using Windows 10. Attaching Screen-cast for reference.

Steps 
--------
1. Enabled Multi monitor setup and Launched chrome
2. Pinned some tabs and Dragged one tab to second monitor 
3. Closed browser from first monitor and reopened it.
Observed that the all pinned tabs are opened and loaded.

@Reporter: As we are unable to reproduce the issue from our end. Could you please review the attached screen-cast and confirm if anything being missed here.

Thanks for your input!

The difference between your movie and my description is the way the browser is closed. If you close it using the top right X button, instead of Exit in the menu, it will work as I described.

Status: Untriaged (was: Unconfirmed)
Able to reproduce the issue on win-10, mac 10.13.3 and ubuntu 17.10 using chrome reported version #66.0.3359.181 and latest canary #69.0.3457.0. 
This is a non-regression issue as it is observed from M60 old builds. 

Hence, marking it as untriaged to get more inputs from dev team.
