Cookies blocked icon is missing on youtube and most the websites when "Block third-party cookies" is enabled.

Issue description

Chrome Version: 69.0.3447.3
OS: Win10


What steps will reproduce the problem?
1. Install and launch Chrome Canary 
2. Enable "Enable network service" flag from "About://flags"
3. Relaunch Chrome
4. From Chrome settings(chrome://settings/content/cookies) enable "Block third-party cookies"
5. Visit any webpage like youtube.com, play.google.com, Apple.com, gmail.com


What is the expected result?
Should see an cookies blocked icon in omnibox.

What happens instead?
Cookies blocked icon is missing on above mentioned webpages, but few webpages it does appear like cnn.com, Amazon.com

Did this work with Enable network service flag disable?
Yes

How frequent was the bug reproducible? 
100%

Verified this on latest Chrome Canary i.e., 70.0.3511.0 with steps provided in bug report and working as intended.
