Extension popups not functioning

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3448.0 Safari/537.36

Steps to reproduce the problem:
1.Launch browser
2.Attempt to use extension popup  
3.Popup doesn't open (all extensions)

What is the expected behavior?
Extension popup functions

What went wrong?
Non-functioning extension popups

Did this work before? Yes 69.0.3448.0 #563603

Chrome version: 69.0.3448.0 #563939  Channel: n/a
OS Version: 10.0

Issue present in most recent Canary build (69.0.3448.0).

Issue resolved in Chromium 69.0.3451.0 (#564358).
